Search function not limiting based on distance

I have been getting complaints that when people search on my site and limit their results to "1km" within the city, the site displays all jobs everywhere. I was able to duplicate this by searching "All Jobs", typing in a city and selecting 1km as the distance from. It displays all jobs (no matter location) instead of limiting those that are within or 1km from that city.

Any ideas why this might be happening?
