Why do ORDERS stay Pending even after employer pays fully?

BUT, when an employer buys a job pack, goes to paypal, pays fully, gets redirected back to the website and to the dashboard, the job pack is still PENDING. Shouldn't it pick up that it has been paid for automatically, without me or an admin manually marking it as PAID?
