Users can see list of all Tickets?

Logged-in and not logged-in users, can see a list of all tickets by navigating the Menu bar? Tested with Contributer and Author.
So users can view the tickets not created by them or assigned to them - not the ticket contents when clicking on the ticket title, but the list of ticket titles.
Quality Control Settings, General Settings, "Users can only view their own tickets and tickets they are assigned to." is selected
Can this be resolved?
