Users and Registration for Quality Control

I purchased the Quality Control theme to setup a software enhancement site. I need to have users come to the site and "register" or create a username and password in order to log in and create new tickets. I do not wan't to have to manage a user database if possible. I really don't want anyone able to post or submit tickets unless they are a registered user and logged in. I will also need to add a voting plugin to allow users to vote on enhancements or "tickets".

So far this doesnt seem possible. I have done some research and see that I might be able to accomplish what I need with additional plugins. Any feedback?

This is a "Quality Control" theme but doesn't really seem to be designed for a business to maintain quality control on it's products or services if it is nothing more than an internal user site.
