I run Vantage with the Directory Vantage Child Theme.
In the screenshot attached, I can click on every link shown under "Services" on the drop-down menus - provided that I am on the "Home Page".
If I click on any other menu link, e.g. "Mentorship", and then click "Services" again, I cannot scroll down below the third item of the drop-down menu (more or less where the page header ends).
