No header image shows though have added it as per Customize Screen

VancouverEyeGuide.com is on Vantage child 01, v1.31 on Vantage 3.0.9
Have added header image and header widget image as per the attached image, which shows in Customize preview. Also Site Title and Tagline doesn't work when checked.
