What am I doing wrong here with getitng paypal to work?

I've installed the latest Vantage dev build, because the regular 1.1.3 version is buggy as that version does not offer working custom fields.

And it seems PayPal is not working with the dev version, these are the steps that I have taken in order to set up PayPal.

1: Charge for listings is checked: Vantage --> Settings
2: Price plan is in place, 0.01 cent for the basic plan to test out the PayPal process.
3: Paypal is enabled, sandbox mode is not checked.
4: PayPal email is provided
5: Payment Data Transfer (PDT) is not enabled as this is optional

What am I missing here?

I have not made any customization to the test installation, it's the theme installed straight out of the box so to speak.

The create listing process does not redirect me to Paypal, but it just redirects me to the pending status page.

Your help is much appreciated on this.
