How to place 728x90 Google AdSense banner ads below Header?

Hi,

I want to place a 728x90 Google AdSense banner ads just below Header navigation links. How can i do that.

And can i place a responsive ad for this so it changes as per the device view.

I tried to put a code just beside logo in a place ( Settings-> advertising) it works for 728x90 but the problem is that when i put a responsive ad unit here the ad does not show.

My intention is to show a 728x90 on Desktop devices and other sizes as per the device (responsive) .

I want to make that ad appear either beside logo or just below header navigation.

...and i don't want the ad code push the content below because this is against the AdSense policy.
