Presale question- would it work in developing country?

Could you please advise me:
I was thinking of buying User Locator for my Vantage script. However, I'm bit worried whether this plugin would retrieve a user location in one of them poor countries, where internet is working only in big cities? Does it matter really, as long as each listing would be created with the provided Google locator tool on the Vantage create listing page?
Also, as the feature can temporarily not work in some locations, would it be possible to integrate it with the text-guess feature? For instance, if one starts writing Vani in the text search box for cities the options for Vanilla, Vanillena, Vanitrana will open to choose from? What would be the best textguess tool to intergrate with your User Locator and Vantage?
