How to limit post title?

Hi,

I want to limit listing (in homepage) title to X characters. Say 40 characters, and after that it show "..." . To show more, user have to read more (by enter the post). With this limitation, listings may look very organized. As you know, If user enter a very long title, the other short listing title got slide down and looks "small". You know what I mean. I want to all title be fair.

Anyone can help this?
