    How would you categorize a country directory?

    This is something that has always been on my mind. How would you categorize a country business directory? Would you do it by having the alphabet (a,b,c etc.) as the high level categories as yellow pages or would you have theme based high level categories as Business, Leisure etc... I'm curious to know what all of you think about this....
