Need of business license and permission?

I just purchased vantage and want to start my own local business directory, therefor I would like to ask you some questions. I would be really happy if you decided to answer my questions.

1: Do you need to contact all companies prior listing them? Do you need their permission legally?
2: Do you need to have a business license in order to run a business directory?
