Two domains, same DB/theme, different language

I have a Vantage site for local hotels and would like to setup the same theme/DB/tables in a English version on a different domain.

The intention is that foreigners who plan to visit my country can Google and read about the hotels in English. The English website will only be for end users and don't need to be able to register.

I'm using WP Multisite, but it's not a requirement that the English version need to be part of the Multisite, since it's using the same DB and only need to update when new theme releases get out.

Is there a solution for this?

Will Google consider the English site to be a duplicate and degrade it?
