Why cant you upgrade a listing to another plan

Example...

Plan A >> Free Listing with maximum 2 categories allowed ($0,00)
Plan B >> Basic Listing with maximum 5 categories allowed ($15,00)

When you have submitted a listing.. you have an option link which says upgrade listing....
The only option here is that you can add featured on homepage & on category..

You cant upgrade from Plan A to Plan B which to my opinion is a big miss... because during time i might decide i want to UPGRADE and have the basic listing and pay the $15,-
because this option is not available................ the website owner.. might miss out on income as to my opinion an upgrade is exactly that.. Upgrade from one plan to another...

Now its nothing than a additional promotional tool... not an upgrade.....
