    how hard to add "claim this listing" feature"?

    i have a website that is a directory of website listings. each post features a specific website.

    i need a feature to allow visitors to "claim this listing". and i want to verify that the visitor actually owns the website by requiring them to upload a file to their home directory. similar to how google webmaster tool has "verify this site". (i was thinking the file could be an md5 hash of the website URL + the email address they used to register to wordpress).

    only then after they have paid and verified their listing can they now edit the title and certain custom fields on their post. they can also add/pay/verify additional website posts (but no duplicate website listings).

    is this even possible with the wpclassipress theme and if so how hard would it be to do this?
