I need a coder urgently for some modifications to CP 3.0.2

I urgently need (if I not receive reply in the next 24 hours I have to looks

1) restylyng of the homepage

2) put a LIMIT to the number of FREE ads that a registered user can publish... only 1 per account

3) a way to have categories browsing and... locations browsing

4) integration of a DialXS payment getaway instead of paypal

These are the most urgently things...

Please if there is some coders want to apply... write me ASAP...

My budget is not unlimited... but I obviously pay for these mods
