    Lightbulb How hover can effect a website speed ?

    Hi guys
    I have checked many websites and to my surprise most of them don't use hover over elements. I just wanna know if there is any technical reason ? the AppThemes ClassiPress default css is the same. can anyone explain to what css tags are not necessary and don't worth to use ? I mean which ones can hurt the speed ?
