Google Map Functions?

i've browsed several threads about google maps location problems since our site is based in Thailand and the map defaults to USA even after Province, City & Country are filled in on the form. i'd like to get some basic questions answered and see if i'm missing something:

1 - once i set the 'google maps region', shouldn't the map default to the designated country even if it isn't successful locating the address?
2 - i setup a custom field for 'Province', how do i make google maps use this to find the address?
3 - finally, if the address can't be auto-located, is there anyway to set a 'pin point' on ad's map manually?
