    Can you please explain this time wait code?

					'type' => 'number',
					'extra' => 'min="0"',
					'description' => __( 'Waiting time in hours before bumping is allowed.', CP_BUMP_TD ),
    Code:
    'extra' => 'min="0"'
    The minimum wait time to be set is zero wait time. If it is set to "0" in the backend, does this mean, there is no wait time for an ad poster to bump an ad? I treid saving to "0" but it wouldn't save. Only 1 and above. Do you think the "0" instead of '0' is the reason it cannot be saved?
