What the Heck? This dies not work,,

This plugin does not work for me. I have a multisite and installed it on several sub-domains, can see all settings, one site showed it, but when I clicked bump Ad, it just bumped the ad to the top and I had it set to charge for bumping ads.. I thought this was weird, but then I decided to try without being admin on different browser, and now it does not even show on any site. What is this?

Either this thing works, or I want my money back! Its that simple... It worked a few times, and it did not charge for the bumping, just bumped, also its not working anymore and on other sites and the original site..?

I really appreciate your help with this or please just refund my money,

It does not make sense to work only with ADMIN - why would ADMIN buy this plugin when they can bumb the listing anytime, it should be for people who added a listing and wants to bump up the listing to the top. I just tried it again - Two isssues

1. The charge for bumping does not work. It just bumps and does not charge anything, even though it is suppose to be on.
2. Only works with Admin logged in, not with any normal users which simply does not make sense...
