Payment Method.... Free Ad

I am looking at my statistics for my website and notice that 70% of the people that go to add an ad on the website actually quit the process. So I went through the process several times and noticed that if you pick a free ad you still get this PAYMENT METHOD of paypal and google checkout. I believe people drop what they are doing and believe they are going to be charged if they click continue even on a free ad. Is there a way to add some print prior to this in bold that says if your add is free you will not be charge and hit next or in the drop down box put free ad? It's pretty alarming that 70% of my ad post are being dropped and I would put money on it that that is the issue.

This is OBVIOUSLY A HUGE PROBLEM!

The script should be FIXED so that the Paypal script is never invoked beyond simply adding some reassuring text.

Please explain the actual environment of your website setup:
