3 Things Wanted, is it possible?

I wanted to do 3 things to my classipress site:

1. Limit my site to 1 state.

2. Create a (Paid Ad) package for business's.

3. Have phone number on contact form (for people that do not want to use email contact)!... Actually that brings up another question, is the contact form a email form or a PM thing? I dont recall wordpress having a PM system.
