Appearance Menu Custom Search Widget

Is there a way to change the CP Ad Search Box widget so that instead of have a scroll bar where the user has to scroll through all categories and subsategories (which ca be a lot) that they can choose one category at a time like how the search works on the page where a customer adds a new post on the submit your listing page. This search allows the user to select the main category in a dropdown and then a new dropdown box shows up listing the specific subcatgories for that paticular main category. In other words the user does not have to go through all sub categories only the sub categories associated with the main category.

I was thinking to use appearance > menu to create a custom menu widget for searching but dont know how. Any thoughts would be apreciated.
