    Approved Ads with Payment and not approved

    I want to know is there a way to set up two different approval systems with this out of the box and no code changes. I want to offer free ads, but the catch is I have to approve them all. If they want to bypass the approval process and get their ad live immediately they can pay a fee. I have notice that when ads are free I get more spam. When people pay they are legit. I would be a person to pay a couple dollars to "GET IT NOW" versus wait and I am thinking this is a good concept. Any way to do this? Thanks
