    Is it better to do mods on live server?

    Hi everyone, just wondering how the mod experts work, do you guys work on your modifications locally and then upload to server, or is it best to have it all done on live server?

    All the local wordpress development platforms ive tried seem to be so complicated or error prone i am tempted to develop live.
