Can the categories link on the red topbar be changed to require a click to view?

I would like to remove the hover feature that makes the categories automatically pop-up when the mouse is hovered over the link. How is this accomplished?

I see that this feature is on some of the sites I viewed that are using an older version, but I can't see how to do it in 3.0.5.
