City/Region Select on Refind Results and Search Bar

I would like to add a region/city select option to my search results or the refine results, I know there are plug ins that can already do something like this but my ads will sometimes cover multiple cities.

I need a drop down select where the site visitor can selected a city and it filters the results based on ads that have that city selected.

Example:

Management Course Level 5

This is available in London, Manchester, Birmingham

Is there any existing plug ins that enables the ad poster to select MULTIPLE cities and then the "refine results" or front page search bar enables you to select from a drop down from those cities?

Any help would be greatly appreciated and if anyone would be willing to build such a plug in then please let me know.
