    Question cp_state, make custom field value unselectable

    How can I make a title in bold unselectable and then create underneath it selectable custom field values?

    eg.

    SCOTLAND (Unselectable)
    Aberdeenshire (Selectable)
    Angus (Selectable)
    Argyll (Selectable)
    Ayrshire (Selectable)
    Banffshire (Selectable)
