How to change the ad dropdown options when creating an ad?

I have nearly 17,000 categories: 50 main (tier 1) 800 sub (tier 2) and then the remaining (20 per each 2nd tier) are all sub (tier 3).

When you create an ad the drop down box gives all 17,000 options. I need to edit this to show initially only the 50 main, then once selected, show only those options which appear under the specific main, then to only show the rd tier which appear under that specific tier 2 sub.

is that possible and if so, how can that be done?
