How to create and include featured ads between excisting ads ?

Hello evryone,

i would like to find a way to include ads as featured (payed) ads between the ads that are placed rondom by our users. Ads in a different collor would be nice. Also, is there a way to make customers pay if they want there ad back on the homepage( back on top of the page) Is there a plugin available or what do i need to do ? Or website is in dutch and we are up to more than 4000 visit a month, and we are only starting up.
