How do I make the state field a text field?

Hi

How do I make the state field a text field where the user can add a state of their own especially when the country is other than the USA? Do I simply create a new custom field say named State2 and then in the meta field enter "cp_state" and then make the field type a text field.

Next then I create a new form, apply it to all the products and instead of adding the default state custom field I simply add my new one?

Is this right?
