How to Replicate 'Categories' drop down

I'm trying to replicate the 'Categories' drop-down on the header bar in a new menu item named 'Metro Area'. I've been able to create a header item named 'Metro Area' and add a drop-down listing individual cities similar to the Ad Categories listed under the Categories tab. I still have two problems I'd like some help with:

    1) When hovering over the Categories tab the user is not able to click on Categories. They are only allowed to click on items listed in the drop-down. However, the menu bar item I created using pages allows users to click on 'Metro Areas'. How can I make the menu item 'Metro Areas' perform similar to Categories so that it is not treated as a link?

    2) How can I make the formatting of the drop-down for Metro Areas match that of Categories. For example, the items listed under Categories have shading and a listed item field included?

Thanks ahead of time for any guidance.
