little mod needed: dont allow parent cat post

Is there anyone aware how or where to modify the code for not to allow post ad until you came to very bottom of category. Thanks!
.s. don't say anything about the cp listing settings - it is set to allow when empty, but it allows to post if cat is more than 2 level deep.
