Mobile styling

So looks like the mobile styling is done via media queries - I'm familiar with them, but need to brush up. Here's a couple of questions regarding media queries in classicpress:

1. On Android(samsung) is there a setting I should look for to disable cache (and thus guarentee newest CSS is being pulled)
2. Move the Welcome page to a position farther down the screen or remove it from the mobile version altogether
3. shorten the search box to fit on one line, or move it down the page
