short codes to list parent categories and their sub categories

I have two parent categories, each containing a number of sub cats. Id like to show the parent cat on the sidebar and have it show the sub cats as well. when I tried adding the widget it looks like you can only add a parent category, or ad sub categories when you at on a parent cat page.

I looked for short codes to do this but didn't find much. I'm thinking a specialized template file might be the best option. It's been a while since I have tweaked template files - I'm ready to do so, but wanted to make sure there was not already a quick option/shortcode I'm mission out on.
