I need a littile tutorial if possible for banner resize

Hi i did customise my classipress, but had a lot of bother , so i have reverted back to the old factory condition red theme.
What i have done is placed an image at top of header filling up the whole head space ubove navingation bar using css.
But i cant even get that to resize automatically, i have researched this all over the net but still no luck.
Is there anything i can add to insert single image in css that will resize due to size of screen like a % thing or is that just html.
