Pagination Malfunction

First off, I know about the issue with the first tab being the only one that works with pagination.
That is not the problem I am addressing.

I am using a fresh loop-ad_listing.php, a fresh loop.php, and the code for #block1 ("Bumped") is fresh from the original index.php.

As you can see for some reason it is showing ALL the pages at the same time!

I have been working in this code for 12 hours straight now, and could really use a hand.
If anyone has any ideas on what it could be or how to fix it please let me know. I am sure it is something miniscule..
