Parent and Subcategory block and Posting in the Children of the Subcategory

Hi, I was wondering if anyone could help me out, I have my classifieds by State and subcategory and then under the subcategory I have children from the subcategory. I would like to eliminate postings in my Parent Category as well as the Subcategory and only have the children be allowed to have postings in it. If anyone know what I should do or perhaps point me in a direction where I can fix...please let me know.
