Possible Workaround For Multiple City-Type Sites

I've been feverishly working to find a solution for two or three distinct issues, lately.

One particular issue is the best method for creating multiple city websites on the
same domain without having to reinstall and set up the theme each time. I MAY
have found a solution, but I need a little assistance from you WP experts.

OK,
If I create a page called "Cities", I can add an unlimited amount of "sub-pages"
for the particular cities I am covering. To date, this seems to be BY FAR the
simplest solution...if it works in reality like it does in my head .

However, there is an issue (possibly an easy fix?).

When creating a new subpage, how do I get a new classifieds page to show up?
I can make a page for "About Us", "Contact", "Edit Ad", etc, but how do I go about
making an exact copy of the "Latest Listings" page and have it function independently
of the index page (meaning posters submit ads on that page that ONLY show up on that
page)?

Seems easy enough to me. Is this really doable? Am I oversimplifying?

CP is currently installed on WPMU (see linked post), but the fix in this post would not require it.
