Problem has come again. can't afford to reinstall wordpress again.

This problem has happen with me before with the categories, categories wouldn't update when signed out of admin, but soon as I would sign into admin categories appear. I reinstalled wordpress and added categories again.. it worked.

However the problem has seem to arrive again, I've uploaded my header image via settings and damn thing won't update. in admin its fine, but soon as I'm out of admin, switches back to default header - Classipress"

Any words you can suggest on how to fix this issue? I don't want to have to reinstall wordpress all over again just to fix this issue, I shouldn't need to.

note" I'm using Parent theme. Only medications I've done to my theme is installing xtremecarousel" plugin and made small modifications as instructed, and also modifications with "Featured & Categories" shown below in the picture. that is all the modifications I have done.

So really it would be a big help if you can suggest options I can take in order to solve this problem, I know in the future this could be a problem if I don't tackle the issue now.
