Tag Modification Help

Hey guys is there some kind of modification I can do that would automatically stick some keywords in the tags (if people do add some or not). Like if your classified site was about websites and you wanted some tags automatically placed each time (maybe set of 3) i.e (sell website, website classifieds, websites for sale)

Has anyone done this or know what php file I would edit to achieve this?
