Tags display

Hi

I want to have two things added to my site.

A list of all the tags in the footer of the sitewide footer (I know this will look messy but it will only show to logged out users).

I also want a page with a list of all the tags, again in alphabetical order, I also do not want to have the number of adverts displayed with that tag.

I found some templates and tutorials on the wordpress.org website but they are based on post tags, not the custom ad tags we are using.

Also another problem I have is I want to limit the tag selection to what I want people to select, so I would prefer the tag selection to be a drop down box and not a text field, is this also possible? I have already entered about 200 pre-defined tags in the admin area and I will add more when I am requested to do so.
