Too many categories/Help with Add New Listing options

I am setting up a new site and have created a large number of categories - such that when I hover over Categories the dropdown is too long to view. I have already split into the three major categories I will be using and this is because there are far too many subcategories.

1. Is there a way to only show categories that are in use? (Most have zero ads.) Or show the most popular and click through for the full list? What about a "Show More" button at the bottom of a very short list?

2. When a person creates an ad, the list looks like this:
-Domains (top category)
--Animals & Pets (subcategory)
--Arts & Crafts (subcategory)
--etc

Is there a way to forbid people from selecting top categories, and require them to select a subcategory? If they only select the top option the ad will be harder to find.
