Using wamp server to build site

Hi..... Just playing around with this as my connection (even with broadband) drops (not sure on reason yet but it is being looked into), so i've installed wamp onto my laptop.

Questions are as follows (sorry), but if anyone can help i'll be very much appreciated.

1. Do i need to create a child theme ready for the online server or can i do it from my laptop, test it on my laptop and then upload it (so its sort of acting like a child theme)?

2. If i create a child theme on my laptop and run it along side the classipress like you do on a server, do i just upload the two normally?

3. What do (for those that have done something similar) you use to do this if you design it on your pc/laptop (s0ftware wise)?
