I would like a coupon maker and plus a template on my site

Greetings to you all,
Is there a possibility for me to
have a coupon "maker" where as I
can "make" coupons for the local businesses I want to sell this
service to? The coupons can all look the same but the "text" would
each be different? Again I would need a coupon template to use over &
over again to "fill in the text" with.
