Ads are submitted without payment

I periodically get ads submitted without payment. I believe all the paid ads are from one category while all the unpaid ads are from other categories which do require payment (not all categories require payment).

I get an email that says, "New user registration on your site..."

I get another email that says,
"Dear Admin,
The following ad listing has just been submitted on...
Ad Details..."
