Free ads, allows featured, but its not working.

Hello, I have a rather bad problem and I really need to fix it and any help would be appreciated.

What I am trying to do is make it so people can post ads for free and if they want to they can make it featured, however its not doing that.
What its doing is making me choose the option to charge for ads, that's the only way I can make the featured option to show up.
I don't want to do that, so I made the charge $0, now whenever I don't use the featured option it doesn't submit the ad and stays on the page.

Recap: Free ads but allowed to do featured>it makes me use "charge for ads">I put in $0 because I want it free>when I don't use the featured option it does not submit.

Any help would be fantastic and I would be eternally grateful to anyone who can help me in the slightest. Thank you.
