    Free membership required for placing ads

    Out goal is to require a FREE memebership in order for our customers to be able to place ads on our site. We don't, however, care to charge for the membership. So if someone new to the site wants to place an ad, I need then to first be directed to a page where they have the option to "login" or to "join for free" and only after they have become members be allowed to place an add. How would I set that up?
