Help with restricting users access with passwords

Hi there,

I have purchased your theme and am trying to apply it to my clients needs.

My client is creating a local used car classified site, but every car listed on the site has to go through a safety/certification process so that buyers know with certainty the car they are buying is in good shape.

Then, we think the easiest way would be for my client to simply create a new WordPress username and password, that he gives the seller after they have had their car certified by them.

I am not sure how to set this up or if this can be done, is this even possible?
