How to activate " Post an Add" link to add-new page?

Urgent Need Help !

Im using classipress theme V 3.1.9 with wordpress 3.0.

And i installed step by step, when i click on "Post an Ad" button its goes to main page and havent see "Submit Your Listing" page and URL is like http://www.mydomain.com//

Questions
1) anywhere to swith on/off to activate it?

2) and I cant use "custom filed" & "Form Layout" even i add new fields.
